Children can get entangled in the drawstrings that can catch on playground equipment, fences or tree branches. In February 1996, CPSC issued guidelines (pdf) to help prevent children from strangling or getting entangled on the neck and waist drawstring in upper garments, such as jackets and sweatshirts. From 1985 through June 2008, CPSC received reports of 27 deaths and 70 non-fatal incidents involving the entanglement of children’s clothing drawstrings. Incidents/Injuries: None reported. Description: The cotton knit and woven hooded jackets have a drawstring through the hood and waist. They were sold in sizes 12 months through size 10 in a variety of solid colors and prints. “Young Colors” is sewn into the jacket tag located at the neck. The child was in a portable playpen that was located underneath a fully lowered roman blind. She was found partially suspended with the inner cord of the blind wrapped twice around her neck. Kids everywhere are choosing their favorite costume and looking forward to their favorite treats. As parents and caregivers prepare for this celebration, the Consumer Product Safety Commission (CPSC) reminds them to keep safety in mind, so that no child is haunted by Halloween-related injuries. Hidden dangers associated with costumes, treats, and decorations can be easily prevented. CPSC reports that the most serious Halloween-related injuries involve burns from flammable costumes and decorations, including ignition from open flames, such as candles and Jack O’Lanterns. Other incidents have involved lacerations from carving pumpkins and trips/falls while walking, particularly after dark. “Our major concern is still the use of home-made costumes that are not flame resistant,” said CPSC Acting Chairman Nancy Nord. “Parents making their children’s costumes should use inherently flame-resistant fabrics, such as nylon and polyester. Costumes should fit well and not drag on the ground to guard against trips and falls.” CPSC helps keep children safe by enforcing the Flammable Fabrics Act and by recalling products at Halloween and throughout the year that can cause injury. Follow these safety tips to ensure this year’s holiday is a safe one: Costumes * When purchasing costumes, masks, beards and wigs, look for flame-resistant fabrics such as nylon or polyester, or look for the label "Flame Resistant." Flame-resistant fabrics will resist burning and should extinguish quickly. To minimize the risk of contact with candles and other fire sources, avoid costumes made with flimsy materials and outfits with big, baggy sleeves or billowing skirts. * Purchase or make costumes that are light, bright and clearly visible to motorists. * For greater visibility during dusk and darkness, decorate or trim costumes with reflective tape that will glow in the beam of a car's headlights. Bags or sacks also should be light-colored or decorated with reflective tape. Reflective tape is usually available in hardware, bicycle and sporting goods stores. * Children should carry flashlights to see and be seen. * Children should wear well-fitting, sturdy shoes. Oversized high heels are not a good idea. * Tie hats and scarves securely to prevent them from slipping over children's eyes and obstructing vision. * If your child wears a mask, make sure it fits securely, provides adequate ventilation, and has eye holes large enough to allow full vision. * Swords, knives and similar costume accessories should be made of soft, flexible materials. * Supervise pumpkin carvings to avoid lacerations. Treats * Warn children not to eat any treats until an adult has examined them carefully for evidence of tampering. * Carefully examine any toys or novelty items received by trick-or-treaters under three years of age. Do not allow young children to have any items that are small enough to present a choking hazard or that have small parts or components that could separate during use and present a choking hazard. Decorations * Keep candles and Jack O' Lanterns away from landings and doorsteps where costumes could brush against the flame. * Indoors, keep candles and Jack O' Lanterns away from curtains, decorations and other combustibles that could catch fire. Do not leave burning candles unattended. * Remove obstacles from lawns, steps and porches when expecting trick-or-treaters. * Indoors or outside, use only lights that have been tested for safety by a recognized testing laboratory, such as UL. The crib’s drop side can detach when the spring peg is not engaged, which can cause an entrapment and suffocation risk to infants and toddlers. If the spring pegs in the base of each leg of the crib are pushed back into the lower track, the pegs can become nonfunctional. This can cause the drop side to detach from the crib and create a gap that can entrap an infant or toddler. CPSC staff is aware of a death of an 8-month-old child who suffocated when the drop side of his crib detached. CPSC is also aware of one child entrapment and one incident in which the drop side detached due to a disengaged spring peg. The recall involves all Delta drop side cribs manufactured prior to 2006 that use “Crib Trigger Lock with Spring Peg” drop side hardware design. The recalled model numbers and country of origin include: 4340, 4343, 4520, 4600, 4620, 4624, 4625, 4629, 4660, 4665, 4720, 4750, 4751, 4850, 4855, 4857, 4880, 4920, 4925-2, 4925-2B, 4925-6, 4980, and 8605. The model number, country of origin and manufacture dates are located on top of the mattress support board. The recalled cribs have Delta’s name and address on the mattress support boards and Delta’s logo on the teether rail. The cribs, which were made in China, were sold at major retailers nationwide from January 2000 through January 2007 for between $33 and $200. Cribs currently sold at retail are not involved. The child became entrapped between the mattress and the stationary side rail of the convertible crib and suffocated. This recall involves the Playkids U.S.A. convertible crib/playpen/bassinet/bed with model number PLK-909. “Playkids U.S.A.” can be found on the packaging and on a label sewn into the side of the crib. The model number can be found on the packaging. The convertible cribs have a drop side rail, a stationary side rail, a canopy assembly, and a bassinet.
